Flint rapper MC Breed dies at 37

Influential Flint rapper MC Breed, who was one of the first Midwest rappers to emerge onto the national hip-hop scene, has died, his manager has confirmed to The Detroit News. Breed was 37.

Breed, who scored a hit with his 1991 lo-fi classic "Ain't No Future in Yo' Frontin'" and later collaborated with a young Tupac Shakur, was found dead on Saturday at a friend's home in Ypsilanti, according to Darryl Morris, Breed's manager. No further details were available as of press time.

Breed, whose given name was Eric Breed, had recently been wrestling with health issues and was admitted to a hospital in his adopted home of Atlanta in September after suffering from kidney failure, according to reports. The rapper was put on life support, according to reports, and had only 30 percent functionality of his kidneys. Plans were put in place to throw a benefit concert for the rapper to raise money for his medical bills, but they were put on hold when his condition seemed to improve.

Breed's biggest hit was "Ain't No Future in Yo' Frontin'," from his 1991 debut album, "MC Breed & D.F.C." The song sampled Zapp's "More Bounce to the Ounce" and the Ohio Players' "Funky Worm" and found Breed not only bragging about his hometown of Flint but also stating his goals for the highest office in the land. "If I was the President, then I would state facts," he rapped, "you leave it up to me, I'll paint the White House black."

Breed bolstered his cred when he collaborated with Shakur on "Gotta Get Mine," the lead single from his third album, 1993's "The New Breed." The song came just as Shakur was just starting to earn his bad-boy-of-rap reputation, and it reached No. 6 on Billboard's Hot Rap Singles chart.

Over the course of his nearly 20-year career, Breed also worked with Too $hort, the D.O.C., Warren G and more. While never achieving full-fledged mainstream success, Breed was respected in hip-hop circles for his work ethic and his lucid, scratchy-voiced flow.

He recorded 13 albums, and released an album a year between 1991 and 2001. His final album, "The New Prescription," was released in 2004.

Detroit rapper Trick Trick says he looked up to MC Breed.

"I salute him for everything he did," Trick said Saturday. "It was good to see him break out of Flint. It gave a lot of us hope, like, 'We can do this, too.'"

Breed's career cooled considerably in recent years, and he spent eight months in prison for a parole violation that was a result of unpaid child support. In April, a Flint judge sentenced him to 60 days in jail as a result of owing more than $200,000 in unpaid child support to three different women.
Funeral arrangements are still pending, but an end-of-week service in Flint is being planned.

Hip Hop Landmark Building Gets a Reprieve

City Rejects Sale of Building Known as Hip-Hop’s Birthplace based on story reported here 2 months ago.

The birthplace of hip-hop may be saved from gentrification, for the time being.
In an unusual move, the city’s Department of Housing Preservation and Development has rejected the sale of 1520 Sedgwick Avenue, a culturally iconic west Bronx apartment building, to a high-profile real estate developing group, saying that the financing for the estimated $9 million purchase price is not viable under the current rent restrictions, according to an announcement made by government officials on Monday afternoon.

The letter represents the first time that the department has rejected the sale of a building under the Mitchell-Lama affordable housing program for financial reasons.
“This is a precedent-setting move,” Senator Charles E. Schumer said at a news conference on Monday afternoon in the community room of 1520 Sedgwick, the same room where D.J. Kool Herc presided during the summer of 1973, with a musical sound that eventually helped give birth to the hip-hop genre (though some believe that hip-hop had its origins in other parts of New York, like, for example, farther north in the Bronx on West Tremont Avenue, or point to its cultural beginnings in Kingston, Jamaica).

Mr. Schumer added about 1520 Sedgwick, “That means this building can’t be bought for this huge amount and be flipped.”

Housing advocates hope that this rejection will tamper the speculative sales of other Mitchell-Lama buildings that have drawn concern over the last few years as the buildings have sunseted out of their legal obligations to maintain affordable rents. Housing advocates say they have observed a pattern of Mitchell-Lama buildings being sold to investors who then hold on to the building for a few years before selling it again at a substantial markup to other investors.

“We don’t know where the deals will end, but there is no way it could end in a way that is in the best interest of the tenants,” said Maggie Russell-Ciardi, the executive director of Tenants and Neighbors, a housing advocacy group that has been involved with the effort to create a tenant buyout of 1520 Sedgwick.

In a letter dated Feb. 28, the Department of Housing Preservation and Development informed the landlord that “Because the proposed purchase price is inconsistent with the use of property as a Mitchell-Lama affordable housing development,” the department could not approve the transfer from Frank Phelan to 1520 Sedgwick G.P. L.L.C., an investment group.

The tenants hailed the decision as having repercussions far beyond the immediate building, which had drawn considerable attention in large part because of its role in hip-hop.

“It’s not just about 1520, it’s about all affordable housing,” said D.J. Kool Herc, whose family lived in the building after they immigrated from Jamaica. “Every family needs a piece of the American dream.”

The rejection reopens potential discussion for a tenant-led purchase of the building. The tenants had originally been informed in February 2007 that the building was being sold to an investment group that involved Mark Karasick, who was involved in the flipping of San Francisco’s Bank of America tower. Mr. Karasick offered to sell the 100-unit building for $14 million, which the tenant groups say is far in excess of its $7.5 million appraised value.

Now the groups hope that the landlord would be more receptive to negotiation. “I don’t want to give people the impression that we are home free,” Mr. Schumer said.

Mr. Phelan’s lawyer did not return call for comment.

Tenants Might Buy Birthplace of Hip-Hop

Why is a real estate mogul who once flipped San Francisco’s famous Bank of America Center to a group of investors that included Donald J. Trump interested in acquiring a working-class apartment building on the outskirts of the Bronx for less than $14 million?

“We think it’s odd that a guy of this stature is buying a 100-unit building on the access road of the Major Deegan that will be rent stabilized even if it comes out of Mitchell-Lama,” said Dina Levy, director of organizing and policy with the Urban Homesteading Assistance Board. “It’s literally like saying Donald Trump wants to buy a 100-unit rent-stabilized building that sits in the middle of nowhere. It’s crazy. It’s alarming. What does it mean exactly, we don’t know. But it can’t be good.”

Thus, the tenant groups, with support from United States Senator Charles E. Schumer, announced this morning that they were in talks to intervene in the proposed sale and buy the building themselves, with subsidies from the city.

The talks are continuing and the agreement might not materialize, but if successful, the negotiations would be a breakthrough in a long-running discussion over the apartment building, where experts say hip-hop was born in 1973.

The building, at 1520 Sedgwick Avenue, would be just another one of the flurry of Mitchell-Lama buildings that have changed hands over the past few years, were it not for its community room. It was there, in 1973, that Clive Campbell, known as D.J. Kool Herc, started turning the tables at community parties, producing a sound, a rhythm and a style that spilled out into the nearby parks and streets and, later, to the world. Mr. Campbell was living in the building at the time with his sister, Cindy Campbell.

The building has 100 units rent for an average of $1,000 a month under the state’s Mitchell-Lama affordable housing program, in which private landlords receive tax breaks and subsidized mortgages and, in turn, agree to limit their return on equity and rent to people who meet modest income limits. The landlords are allowed to leave their contracts after 20 years, and the rate of those choosing to do so has accelerated since 2001. Last February, tenants were told that the owners planned to leave the program.

Often, the same buyers keep popping up for the Mitchell-Lama buildings. So Ms. Levy, whose nonprofit group supports tenant control of limited-equity housing cooperatives, was a bit surprised to see a new name, Mark Karasick, as a proposed buyer of 1520 Sedgwick.

“Clearly he is not going to make money from owning and operating this project,” Ms. Levy said.

She suspects that they may be picking up the building to resell it quickly. “Either to speculators that don’t know enough, but don’t know they don’t know enough or unscrupulous speculators,” she said. “Or there is a third possibility. The dollar is weak. We are thinking about foreign investors coming in.”

No matter what, she said, it is not good for the tenants — who have set up a Web site, Save1520.org, to publicize their situation.

In July, the tenants got a boost when state officials indicated that the building was eligible to be listed on the federal and state registers of historic places, even though it is not at least 50 years old — the normal threshold for such a designation.

In December, the owners of the building, who operate under a partnership called 1520 Sedgwick Associates, and Mr. Karasick offered to step out of the deal and let residents buy the project.

The last several days have featured negotiations involving the tenant group, the owners and even Mr. Karasick himself, according to Ms. Levy. But the asking price to unravel the deal is $14 million — which is the housing advocates say is way beyond the $5 million or $6 million they have calculated based on the future rent stream. And the tenants group says it is even prepared to pay above the market rate, since the group may be receiving subsidies from the city’s Department of Housing Preservation and Development and Housing Development Corporation.

Mr. Karasick’s lawyer, Steven Holm, did not respond to phone and e-mail messages requesting comment. For his part, Mr. Karasick has said his interest in the building has nothing to do with the building’s status as the birthplace of hip-hop, and tenant groups have been suspicious of his motives.

Mr. Schumer, a Democrat who was elected in 1998, is not particularly known as a fan of hip-hop, but the New York senator has taken on the project as a cause.

“In an increasingly turbulent housing market, 1520 Sedgwick is in danger of losing its affordable status, as its owner prepares to sell the building to wealthy speculators whose only hope of profiting on the building hinges on hiking the rent rolls,” Mr. Schumer said in a statement. “That is why it is essential that the owner negotiate a reasonable, affordable deal with the tenants and their representatives to preserve affordability in this special place for the long haul.”

Ms. Levy said she feared that Mitchell-Lama projects were increasingly seen for their investment potential and not for their original purpose — as affordable housing. “They are perceived as ‘undervalued assets,’” she said. “That is the term they are using in meetings with us. To us, it’s undervalued because it affordable. So your whole premise of buying it is to make it as unaffordable as possible.”

Burka Band "Burka Blue" (Afghani hip hop classic)

The Burqa Band (or the Blue Burqa Band) is an all-female indie rock band from Kabul, Afghanistan. They perform anonymously, all of the members wearing burqas in an apparent protest against the Taliban's rules regarding Islamic dress. They released a single, "Burqa Blue" and a self-titled album in 2002. The group has gained some popularity in Europe in the 2000s, and have toured in Germany, where a song of theirs was remixed by DJ Barbara Morgenstern.
